And so the battle over ratification will continue, almost without missing a beat. But there will be important differences this time around and those differences appear to favor ratification.
According to a Harris Poll, there has been a dramatic groundswell of support for the amendment in recent months. A survey taken in April showed 63 percent of those interviewed favored ratification, an increase of 13 percent over a similar survey taken just four months earlier.
