Also last week, the SWCB decided to make award of the $1.4 million construction grant contingent upon the county’s securing the block grant funds from the state w hich w ill bring monthly user fees for the system down to the $10 range considered affordable by residents of Sperryville. “Without the block grant, the project is not going to be feasible for the community." Wilson said. "It sounds ominous but it's actually advantageous," he said of the added contingency.
Wilson explained that by delaying the construction grant to see if Sperryville is awarded the $500,000 to $600,000 block grant the county will apply for next month, the SWCB is also lifting its October 1 deadline for submission of plans and specifications for the system. And if the block grant is awarded, action expected to come by mid-November, plans and specifications for the sewer project won’t have to be finished until the end of the fiscal year, he added.
