Since sending my last letter, I have become increasingly convinced that the progress that has acrued through the daily efforts over the last three years since I was here bodes well for the future of the Chinese.
Some of our group were surprised and interested to hear from the chairman of the commune that we visited today that he thinks the recently adopted policy of limiting child birth to one individual per family may be changed. This suggestes a struggle may develop over this decision and it could prove to be a jerious matter. Most observers agree that over-population is China’s most serious problem.
