redesign, the WSA members voted unanimously to deter action on further work authorization until a special meeting of the Authority is called by the chairman.
“It appears the whole project is dependant on block grant funds." noted WSA member Donald Gore. "Are we going to be able to face the people of Sperryville (if the engineers are told to proceed on redesign) and the grants fall through and we have to assess their property to pay for a bushel of apples when they haven’t gotten the first one?”
"The odds are still pretty good that the project’s going to be built but they've slipped a little bit and the timing has slipped a little bit,’’ Bob Dennis added.
Wilson noted that the WSA could stop design work now and still have sufficient information for the • block grant application. “And as long as you’ve got that block grant in November, the State Water Control Board will hold the construction money for six to eight months," he said, adding that the lengthened deadline will allow plenty of time for design work to start up again.
