At Hank Gerhart's request, Wilson affirmed that the SWCB's deadline of October I for submission of plans and specifications in order to qualify for the SI.4 million construction grant in FY 1983 had prompted the engineer to ask the WSA to get a guarantee from the Rappahannock supervisors on payment for design work.
But the community has been operating at its own risk to some extent because the SWCB never indicated it would provide funds for redesign. Wilson added.
