Clarence Baldwin, the Hampton District supervisor and Washington businessman who died Sunday, left a letter with his fellow board member Charles Estes announcing his resignation and suggesting that J. Newbill Miller be named as his replacement.
In a letter dated March 21 and read at Monday’s board meeting, Mr. Baldwin said he was resigning as of April 7 because of “severe health problems” that prevented him from effectively representing his constituents.
Noting that the law allows the board to elect a replacement, he wrote that he hoped his fellow supervisors would choose Mr. Miller, a former member and chairman of the Board of Supervisors, former School Board member, former mayor of the Town of
