Adjoining landowner John Schafer already has served notice that he may take legal action against the county, should the landfill be continued on Mr. Clark’s land. In a January letter to the supervisors, Mr. Schafer recalled that the BZA approved the dump site in 1977 as an interim solution to waste disposal needs.
“It was the consensus of the Board of Zoning Appeals, and practically everyone else, that this was an improper location for the county’s dump both in terms of the aesthetics of the area and in terms of more mundane considerations such as road access, possible impact on water supply, etc.,” Mr. Schafer wrote.
