He noted that negotiations with Shenandoah County to take Rappahannock’s trash had advanced to discussion of tipping fees at the dump site before the Board of Supervisors there vetoed the proposal. Earlier that morning, Frederick County had likewise said no to accepting Rappahannock’s solid waste, according to Mr. Estes.
Faced with limited options, the board apparently has not yet ruled out a second dump on Mr. Clark’s property.
