Johansson seeks waiver But a second request to vacate a subdivision plat was sent to the planners for a written recommendation. Richard Johansson asked the board for elimination of four lots and waiver of a paved road requirement for the Mountain Slopes Subdivision outside Flint Hill on Route 522. Known initially as the Goode subdivision, the property was the center of a legal battle between developer and county that resulted in subdivision approval by the Circuit Court in a sealed decision. When Mr. Johansson purchased the property, he was given a 10-year deferral by the county to actually file the approved subdivision.
