He said one teacher reported pressure not to fail students while others said it was not a problem or they were resisting the pressure. Several parents asked for a return to the basics and instruction in phonics. Teachers reported they do not have enough time to teach the basics because of state requirements for various programs, he said.
Parents are split between those who want to end Family Life Education and those who want to continue it, he added.
Del. Katzen said the commission is looking into all aspects of education, everything from the cost of construction to the lack of federal financial support for mandated special education requirements. He said he expects the commission to have recommendations for legislation during the coming session of the General Assembly on school safety and discipline, disparity, and standards.
