Newbill Miller
Perhaps the replacement of J. Newbill Miller on Town Council last week with Peter Skowronski marks the end of Mr. Miller’s long life in public service. v
Mr. Miller began this career in February of 1963 when he was appointed to fill out the term of E.M. Jones as Hampton District representative on the Board of Supervisors. He said he was almost immediately selected as chairman since he lived closest to the courthouse.
In the 31 and a half years since, besides serving on the Board of Supervisors, he has been a member and chairman of the Planning Commission, a member of the School Board and Mayor of Washington as well as member of the Washington Town Council.
Throughout those years Mr. Miller has been guided by a philosophy of fiscal conservatism, low taxes with little or no debt. While we have not always agreed with Mr. Miller’s positions, we are convinced that, particularly in the area of planning, the citizens of Rappahannock County are deeply in his debt.
