We recommend a “No” vote on the first of three proposed amendments to the Constitution of Virginia and “Yes” yotes on the other two.

In 1991 the General Assembly passed a law raising from 20 to 28 the age at which a victim of child abuse could file a civil suit for abuse that had occurred When the person was a child. In 1993 the state Supreme Court ruled the law was unconstitutional as it applied to persons who had already passed the age of 20. The amendment would replace that Supreme Court ruling.

In the intervening years thcHse who were 25 through 28 when the law was passed have passed the age of 28. The amendment would only apply to those who will be 24 through 28 in 1995. We don’t believe that amounts to enough people to
