The second amendment is needed to align registration and voting regulations in Virginia with those that apply to Federal elections. If this amendment fails the registrars will be forced to keep two lists, one of those voters eligible to vote in federal elections and another of voters eligible to vote in all elections. While we question the wisdom of having people register to vote in DMV and welfare offices, we don’t feel the local registrars should bear the brunt of this by having to maintain two lists. (
The third amendment would simplify and clarify how General Assembly bills become law or are amended. The governor would have to actively veto a bill to prevent it becomming law rather than vetoing it if the assembly is in session or simply failing to sign it if the assembly is adjourned. Rules for amending bills would also become more universal and understandable.
