On Sept. 18 the
Rappahannock County School board met for its monthly meeting. I was in attendance at that meeting, as I have been for a majority of those meetings over the last seven years. -- % - • •
It was my intent to present to the Board information concerning the correlation ; between recent budget and personnel decisions and the requirement set forth in the school systems policy manual. I had spent a number of hours preparing the information and felt it was important that the Board be aware of some possible conflicts.
At the beginning of the meeting the Board Chairman made a point of reiterating the “rules” that must be followed if a member of the community wished to address . ’that body. These “rules” • imposed strict time limits in • this time of national crisis and renewed patriotism I wondered why the Board would want to limit public participation.
After all, the First Amendment allows for free speech and our forefathers fought and died for our right to participate in the governing process. Also, it needs to be understood that very few peojile attend these meetings.
