SLEAC's recommendations, he said, are based upon last year s production—a drought year—but would have a six year effect on tax revenues.

In a memo sent to the Board of Supervisors on Sept. 26, Mr. McCarthy noted that "Adopting the proposed rates would result in a substantial loss of revenue from use value land (which is approximately 80 percent of the total taxable), resulting in a consequent shift in burden to improvements and residential and commercial properties." In effect, Mr. McCarthy is saying that the use of the SLEAC recommendations would result in lower real estate tax revenues from those properties in land use, and that those shortfalls would have to be
