Rappahannock ranks ninety-fifth in retail sales per student; and that it is near the bottom (124th) in population ranking.
He noted that he had reviewed school budgets for the last four years and had reached conclusions including: State funds are decreasing as a percentage of the total due to the composite index; County funds are an increasing percentage of the school budget; and school funding is decreasing as a percentage of the total County budget.
Mr. Miller said that “we have a financing challenge—and one which will most likely get more critical if we do not put our significant county talents to addressing it now,” and he reported that the Educational Initiatives Committee will recommend that Headwaters engage in “a study of the State school aid formula as it is applied to Rappahannock County to deter- • mine if there are any discrepancies . ..” and if so, “to estimate the probable amount of state aid that were received if these inequities were corrected.”
He also said that the study should identify “other potential source of funding, given the realities in our situation.”
He concluded by asking for the School Board's support of the proposed study, and he encouraged them to “insure that in the short term our schools receive the funds needed to provide a quality education . . . .”
