If the existing mulch has been on the bed longer than two years, remove it — especially if you tried to plant annuals last year and dug through more than 4 inches of old mulch before you ever saw soil.
Diseases and insects can overwinter in mulch, especially during mild winters like this year.
Removing mulch around roses every spring, for example, can greatly reduce any trouble you have with insects. In other perennial beds, mulch should be removed and replaced every two to three years.
If the ground is really hard, drag a gravel rake over the earth, loosening the top two inches of soil.
