In 2001, Congress directed the U.S. Environmental Protection Agency to implement the HAP, and the states have been working to develop the program since then.
Each state has been awarded a two-year, $227,000 grant from EPA to jump-start the program.
All four states have hired an employee to coordinate the HAP and start work on individual projects. Virginia’s staff person is based in Harrisonburg.
