Another question is who has responsibility for wall repair and maintenance? VDOT says their jurisdiction stops with the top of the wall and the fence. There were many trees growing out of the base of the wall, at the ledge just above water level, that were weakening the structural integrity of the wall. Two volunteers, Jed Duvall and Ray Boc, recently scrambled down there and cut out all the trees, carrying off two truck loads of tree debris. They drilled holes into each of the tree stumps and filled them with salt to kill the root system. Thanks to Ray and Jed for getting this job done.
