The proposed line, paralleling an existing 500,000-volt line, “is less of an imposition [than] if you went into a brand-new area,” Smatlak said.
The process
Dominion officials said they hope it will take no more than a year for the SCC to decide on the application, but conceded it may take up to 18 months.
“Everything is up to them,” Smatlak said of the commission. “They set the timelines, they set the date for hearings.”
“The next key event will be the scheduling order by the commission,” SCC spokesman Ken Schrad explained. “That will involve a variety of things: Setting up venues so local hearings can be held; Dominion has to publish notices in general-circulation papers in the affected areas. There will be time frames for [formal] participants to file notices, filing deadlines for testimony and rebuttal.”
He said it “could be as much as a month” before the SCC issues a scheduling order for the Dominion proposal.
Virginia law doesn’t specify the number of public hearings the commission must hold, Schrad said.
But, “there may be the need for several hearings, because of the number of counties “involved,” he said.
A hearing examiner conducts local hearings, explaining “ground rules” to citizens, Schrad said. Those wanting to address the commission must sign a speakers’ list.
He recommended speakers arrive “early” because disputed proposals draw big crowds.
The corporation imposes no time limits on speakers. But it makes sense for all “to be considerate of your friends and neighbors” and avoid repetition, Schrad said.
A local hearing “affords an opportunity to weigh in on the case,” he added.
