Conservation measures alone are not a viable solution, Smatlak said. A 40 percent reduction in electricity use would be needed in Northern Virginia in the next four years to obviate the need for additional transmission, he said.
If Dominion built a new power station in Loudoun County to equal the 3,000 megawatts of power the region will get from new power lines, the facility would be the largest power plant in Virginia and one of the biggest in North America, said Jim Norvelle, the company’s director of media relations. Such a project could not be built before 2011, he said.
