As a result of suggestions made by Department of Health representatives Medge Carter and Charles Shepard at the special Town Council meeting of Sept. 9, Mayor Willis asked that Mr. Bennett study the Town’s authority to require property owners to pump out their septic tanks at least once every five years. Ms. Carter and Mr. Shepard had stressed that such routine pumping of septic tanks was the best means of optimizing septic system life, and would also provide an opportunity for the inspection of the tanks and other septic system components such as
