Department of Transportation. Before his residence appointment, Mr. Bywaters served for 19 years as maintenance superintendent of the Rappahannock area headquarters in Washington. He joined the department in 1961 as an equipment operator, serving from 1964 to 1970 as a VDOT construction inspector. Rappahannock School Superintendent Dr. David M. Gangel has been selected as one of the Virginia fellows in the Education Policy Fellowship Program. As one of 19 selected from among 51 applicants, Dr. Gangel will be participating in workshops and seminars on problems confronting education and leadership styles that are likely to be most successful in meeting these challenges. He will be working with other leaders from the fields of education, government and business.
