He assisted With the WSA’s successful application for $1.4 million in EPA funds from the State Water Control Board. He had begun a reorganization of the mountains of paper — contracts, resolutions, minutes of meetings, funding applications, Health Department studies, SWCB reports -- accumulated by the WSA over the past 15 years since efforts started to find money for a Sperryville sewer system. Time permitting, he was ready to oversee the start of the construction phase.
As city planner for his home town in Wisconsin, a job he will begin next month, Capelle won’t be able to fulfill his informal commitment to Rappahannock officials to serve as project manager for construction of the sewer system.
