“The use of drugs in Rappahannock does not appear to be extremely widespread, but appears to co-exist within several small groups of people who are consistently in trouble with the law in other matters. The problem, although small, cannot be denied and should be dealt with in full cooperation with the State Police Narcotics Division. They are best equipped to handle the problem acting on information supplied by the Rappahannock sheriffs department
