RICHMOND — A proposal to allow local taxing authority for a proposed new transportation district in Northern Virginia passed the House of Delegates on Tuesday, but could be headed for trouble in the Senate.
The House passed legislation introduced by Del. David G. Brickley (D-Prince William) that would levy a

tation, district, which. Prince William Vants to establish to support its fledgling commuter rail project. The vote was 79-16.
But legislation that authorizes creation of the district, which could include Loudoun and Fauquier, was rerouted on Monday to the Senate Finance Committee, after passing
the House and the Senate Transportation Committee.
Senate Finance could be a rough audience, because its chairman, Sen.
Edward E. Willey (D-Richmond), is watching the House carefully to see how it treats his proposal to raise gas taxes and other vehicle fees statewide to raise money for road construction.
And the bill to give district transportation taxing authority also is headed for Sen. Willey’s committee.
