Del. Brickley’s tax measure is the only legislation seeking local authority
to raise money for transportation
that has a chance to survive the Assembly. The legislature has
deferred other transportation funding bills to study by the Comission on Virginia’s Transportation Needs
in the 21st Century, which met for the first time on Monday.
Del. Brickley said Prince William and other counties that want the commuter rail project, which would run between Fredericksburg and Washington and Manassas and Washington on existing rail lines, can’t wait for the commission study, because of time limits on agreements with Amtrak.
Commuter rail advocates also have been lobbying for help in procuring liability insurance for the project, one of its biggest obstacles. Both the proposed House and Senate budgets include $150,000 that Gov. Gerald L. Baliles requested for insurance premiums on the project,
