Senator Potts and I tried to amend the bill and we both spoke strongly in opposition to the bill. The bill passed 22-16. B) The amount of the surplus is very small in terms of the $20 billion per year budget. I would not characterize Has “extra” money. However, it does indicate that the time is right (long overdue) to provide income tax relief for low-income families by increasing the deduction for personal exemptions.
