To attempt a brief answer does not give the subject the attention it deserves. I feel that the increasing number of state and federal mandates, the changing family role in society, and providing for the ever increasing educational expectations while trying to contain costs are a few of the challenges that would top my list. Our public schools will respond to these and other challenges as they have for over 200 years. B) Budgeting is a process of assessing one’s needs and then assigning a dollar figure to those needs. One then looks at all possible sources of revenue and attempts to match those dollar figures to the needs. It is a long, time-consuming process.Unfortunately in Rappahannock, lack of economic planning has led to limited revenue resources. We are almost totally dependent on property taxes for our revenues yet an increasing amount of our acreage is being placed into land use and other tax reducing programs. We desperately need some type of logical economic development plan that will, in the future, lead to additional revenue sources and perhaps reduce our dependency on property taxes to pay our bills.
