urban sprawl in Rappahannock County, if we can prevent further tax pressures on property and personal property. Taxing farmers off of their land, along with homeowners on ten and fifty acres, could trigger or encourage development pressure from outside the county. Further development of our towns and villages could have a devastating effect on the water quality in these areas without proper sewage treatment facilities. In my view, it is safer to have homes widely dispersed, rather than clustered from an environmental standpoint. The Planning Commission will have to take this factor into consideration during their update of our Comprehensive Plan.

3. The challenges for the county in the next four years will be more home building, (small and large lots) resulting in higher enrollment in school with perhaps less federal funding; and without returning a Republican majority to Richmond, less funding from the Commonwealth.
