Robb’s Cabinet

The General Assembly’s watch-dog agency chose Gov. Chuck Robb’s home turf last week as the place to detonate a political bombshell of considerable firepower, but of mixed accuracy.
Staff members of the Joint Legislative Audit and Review Commission, better known in Capitol circles as JLARC, created the stir with a number of proposals they made to a meeting of the Governor’s Commission on Critical Re-evaluation. The latter panel was created by Robb to look for ways to cut back on state regulations and streamline the Commonwealth’s bureaucracy.
For starters, the JLARC staffers opined that the governor had erred by publishing an executive order appointing his senior executive assistant, David K. McCloud, as his office chief of staff. In this capacity McCloud has new authority, including substantial oversight of cabinet functions.
The JLARC staff said Robb should rescind the order and have the legislature create the post. The lawmakers could then confirm McCloud in his new responsibilities.
