The staffers also recommend that the position of Secretary of Education be abolished and replaced by an “educational policy coordinator.” They pointed out that the State Board of Education already has constitutional responsibility for the state’s elementary and secondary school systems while the Council of Higher Education oversees the colleges and universities. Thus, according to the findings, the Secretary of Education does not have enough managerial responsibility to justify his job.
In addition, the staff recommended that the responsibilities of two other cabinet posts be reshuffled and that another be split into two jobs.
The Secretary of Transportation would take over supervision of commercial concerns from the present Secretary of Commerce and Resources, thus becoming the Secretary of Commerce and Transportation. The Secretary of Commerce and Resources would then become the Secretary of Natural and Cultural Resources.
The report also recommends that the duties of the Secretary of Administration and Finance be divided, and that separate cabinet posts be established for each function. The change would raise the present Director of the Budget to full cabinet rank. Since this is one of the'most critical jobs in state government, the change woud appear appropriate.
Beyond all this, The JLARC report recommended that the number of independent agencies be slashed from 85 to 69, and that the authority of about 20 citizens boards be consolidated or curtailed.
