some oi the other suggestions also make sense. For example, the present arrangement of having both the commercial and environmental interests of the state lumped together in the same secretariat. Commerce and Resources, has always been awkward. These interests are frequently at war with each other.
Also, the idea of pulling the state’s farflung environmental protection shops together under a single umbrella agency is appealing. This would consolidate the functions of the State Water Control Board, the Air Pollution Control Board, the Council on the Environment, and the Division of Mined Land Reclamation. It would also bring in the Health Department’s Bureau of Solid and Hazardous Waste, Bureau of Toxic Substances Information and its oversight of waste-water treatment facilities.
The new Umbrella Agency would probably be called the State Departmen of Environmental Regulation.
But the first two of the JLARC staffs proposals make less sense, and have understandably come under fire from the governor. Indeed, they may be seen as a somewhat grumpy intrusion by the legislative branch of government into the proper business of the executive branch.
