“First of all, as a prosecutor, I worked in a system in the Air Force where we were not allowed to plea bargain at all. It’s not permitted under Air Force regulations.
“Plea bargaining should only be used when it will benefit the commonwealth. I mean by that where you have a potentially defective case—witnesses who disappear or who change their testimony—which could jeopardize chances of obtaining a conviction. In those cases, plea bargaining is justified.”
