County Building Official Richie Burke discussed the need to institute a permitting process for activities that disturb the land. He said that Rappahannock County is the only local jurisdiction that does not require land disturbing permits, and that the volunteer approach to erosion control is not working. Mr Burke cited examples in which inadequate erosion controls in road building and land clearing led to unacceptable levels of silting and told the Board, “It’s becoming a problem—we need to require permits.”
