Chairman Wesley Mills explained that he drafted the qualifications section of the form based upon the analysis of the 142 Superintendent Search Survey" forms returned to the School Board by Rappahannock residents, and upon comments made at the pubic hearing on Aug. 27 and at am earlier School Board retreat.

He said that the School Board then reviewed the draft, made comments, and that those comments were incorporated into the final application form that was accepted unanimously.

Mr. Mills' compilation and analysis of the surveys that were used to develop superintendent qualifications requirements showed that 13 were completed by RCPS employees, 92 by parents of RCPS students, and 37 bv other individuals.

Thirty-one percent of the respondents said that a doctorate should be a mandatory requirement for the position, but 50 percent said that it should only be preferred. Fiftynine percent felt that teaching experience should be mandatory, only 25 percent of respondents felt that experience as a superintendent should be a mandatory requirement, while a total of 83 percent said that experience as an assistant superintendent or principal should be mandatory.

The top qualities desired in each of the seven survey categories were: for Leadership/Management Skills—a team player; for Personal Characteristics—a good listener, accessible; for Board-Superintendent Relations—willing to assume a lead role in decision-making while keeping Board informed; for Staff Relations—creates an atmosphere of trust and mutual respect; for Community Relations—effectively advocates school issues and needs; for School Finance—lobbies for school funding on behalf of the school division; and for Areas of Expertise—curriculum and instruction.

The top four talents or skills desired by survey respondents were: motivator; involved in school; scheduling issues; and athletics program balance. The last survey category was the first issue that the new superintendent should deal with, and the top responses there were: air conditioning: budget; trust; morale; mutual respect; reorganization; and clean up dead
