At the October 10 Board meeting. Superintendent William Bloomer reported briefly on other options. Xe said he'd contacted Gallaudet College in Washington, D.C., and found that personnel there received raises based on an "intricate and delicate" merit evaluation procedure. Bloomer added, however, that this system applied primarily to the school's posthigh school program.

Salaries could also be established by using state services to provide personnel pay analysis with individual responsibilities evaluated and a pay scale suggested on the basis of that evaluation, according to Bloomer. A third option, he said, would be to use an index pay scale based on a beginning teacher’s salary.

"By merit pay. do you mean that some teachers will get more?” asked Board member Arthlinda Quaintance. When Bloomer answered yes, she noted that a merit system would require "a tremendous amount of supervision. One visit wouldn't be of very much value.” Mrs. Quaintance added that personalities could become a problem should a merit pay system be instituted.
