Jacques Cousteau has said, in essence, that you must act to save the streams in order to save the rivers; you must save the rivers to save the bays; and you must save the bays to save the oceans. In saving the oceans, you will save humanity. While this is not a direct quote, it emphasizes the importance of each stream, creek, and river in the overall action to save the Chesapeake Bay. The run behind your house will ultimately carry its discharge downstream to the Bay. Saving the Bay is a broad abstraction, but protecting local waters is both concrete and possible. There is a great deal of activity directed toward improving the water quality of all of the river basins of the nation. In die Bay area, each state which borders the Bay or its tributaries is working on Water Quality Plans for the river basins. Known as the 208 planning efforts, these programs are in response to national water quality legislation of recent years. Each of the basin planning efforts has a public participation program. Citizens’ advisory committees have been formed, and during monthly meetings these committees develop priorities, goals, and objectives for the water quality planning efforts in each river basin.
