The decision on whether to adopt the village concept of encouraging growth around existing population centers will require “a tremendous amount of thought and a whole lot of conversation,” said Masterson, adding that the village concept and open spaces were correlated.
Miller warned that the Virginia “courts are going to come along and say you can’t do that” if the county tries to limit growth to the village centers. "You’re going to develop intensely around the villages and divide up the open spaces as well and that's the worst of both,” he added.
Moving on to the final section of the comprehensive plan outline. Miller maintained that the chapters on goals and objectives, proposed land use plans and implementation would prove “the most ticklish to deal with." These sections, he said, are going to require legal advice describing them
