A major theme in all the comments was that the proposals lack detail and need to be more specific. In response to this need, the Coastal Study Commission has developed a specific approach to coastal resources management modeled after the state’s system for managing wetlands; that is, the state should develop guidelines to be implemented by the localities, while maintaining ultimate override authority.
