“If you find a pair of shoes for less than $20, you'd better check the insides to see if they’re made out of paper," warned Board member Carter White, agreeing that clothing costs had gone up.
"Everybody talks about things being out of sight but clothes are the worst," continued Mrs. Johnson, suggesting that payments to foster parents for clothing be raised to the maximum allowed by the state.
