1: A tax incentive will help stimulate rehabilitation of Virginia’s deteriorating cities, at an acceptable rate of tax loss.

2. Owners are now discouraged from improving their property for fear of higher tax bills.

3. Implementation of the tax exemption will be left to local option. Local governments wishing to try this approach should have the opportunity to do so.

4. The results of this program will decrease population flight from central cities and may encourage return to the cities.

5. The General Assembly will be able to perfect existing Code provisions once the constitutional amendment is approved.

6. A tax exemption will help historic preservation efforts.

Opponents’ Position

Those opposed to adoption of the amendment contend that:

1. A tax exemption when authorized becomes an additional burden on the remaining taxpayers of the locality.

2. The proposed tax exemption creates difficulties and additional expense in administering the tax because all properties are not treated the same.

3. The amendment would allow tax exemptions to renovated property in areas which are not blighted, thus relieving these areas from carrying their fair share of the tax load.
