EPA direction studied by EFA. The group sees the management study as a cooperative effort and hopes to work closely with other Bay-related programs. A top priority for 1979 will be initiating the first part of this work, intended to describe how the existing system works and pinpoint places where EPA-generated technical data may be relevant and helpful to management agencies. To provide EPA and Bay management agencies with a thorough understanding of the impacts to the Bay public and users as a result of decisions to be made in the future, considerable thought has been given to the development of a social assessment tool. This could be introduced as a priority activity to be undertaken with 1979 funds. Options for 1979 fall into three categories: 1) Expand and broaden the investigation of the three problem areas as outlined above; 2) redirect the scope of work for the management portion of the Chesapeake Bay Program to include other issues of concern to the citizens of the Chesapeake Bay; or 3) develop work plans for, and fund, new problem areas. These new problem areas could be one or all of the seven previously identified by EPA, or any other deemed important by the public. The Citizens Steering Committee will make recommendations to EPA at its November 1 meeting, which will take place at 10:00 a m. in Annapolis, Maryland This meeting is open to the public, and the CSC vitally needs the input of interested citizens in order to make wise recommendations to EPA.
