Gov’t Waste A Cause
Earlier, citing government waste as a major cause of inflation, Miller said that with hard work the US budget can be balanced by 1981 by reducing waste.
He mentioned S7.4 billion in the Department of Health, Education and Welfare budget “wasted in fiscal 1977“ and the General Service Administration ripoff scandals.
“It just requires aggressive legislative oversight,” Miller said. He criticized his opponent, former Navy Secretary John Warner, for saying, “I’ve been in the bureaucracy so long and I know it (balancing the budget and eliminating waste) can’t be done.”
The Democratic candidate said that is a basic difference in attitude from his own.
He repeated what he has said before, that a tax cut of itself, without a comparable reduction in government spending, would feed inflation.
He said he supported the application of "the sunset principle” to federal departments and their programs.
Senator Edward Muskie (D-Me) introduced legislation in the last session which had “a great deal of merit,” said Miller. The legislation (Senate Bill 2) divided the executive branch into five parts, (so) each Congress would review one-fifth of the branches and “every 10 years you would"4iave a total review of federal programs.”
For instance, Medicaid was established in 1965, that’s 13 years ago. Miller said. Last year “it cost something like SI 1 billion and Congress has yet to give the Medicaid program a top-to-bottom review." And certain aspects of the program are badly in need of corrective action, the former attorney general maintained.
No Position On Bull Run
Noting that both present US Senators, Byrd and Scott, took a position against the expansion of Bull Run Battlefield Park, a questioner asked Miller what his position is on that.
“My position,” he said, “is that I have an eighth interest in 70 acres, in Prince William
