A precedent-setting public participation program is a major element of the EPA Chesapeake Bay Program. In the direction provided to Environmental Protection Agency on the Bay program by Congress, it was required that public inputs be made a major element of the Program The Environmental Protection Agency contracted with the most productive citizen group on the Bay, The Citizens Program for the Chesapeake Bay, Inc., to conduct the public participation program TheCPCB, in turn, divided the Bay area into five regions and gave subcontracts for the public participation program to the Delmarva Regional Planning Council, the Baltimore Regional Planning Council, the Tri-County Council for Southern Maryland, and the Conservation Council of Virginia. The effort was funded with a grant for approximately one quarter of a million dollars by EPA, and the funds were distributed among the Eastern Shore, Baltimore, Potomac-Patuxent Region, and Virginia The central thrust of the public par ticipation program is to identify those individuals, groups, and organizations which are interested in the future of the Chesapeake Bay; to solicit inputs from them; to keep them informed on the progress of the program; and to enable the public to contribute to the scope and direction of future efforts.
Forms, seminars, and meetings have been conducted to obtain public participation. A movie - “Chesapeake Challenge” - was produced this spring and shown by television stations throughout the region The film has not yet been broadcast in the Washington area Operating from their various areas, the regional offices have distributed newsletters and made speeches, movies, and slide shows on the Bay program available to any interested group. This publication is a product of this program.
