Democratic Congressional candidate Lewis P. Fickett recently testified in hearings on proposed amendments to the state constitution to allow an increase in the size of the State Corporation Commission (SCO and to allow lor the flirecf election of its members.
Appearing before a special legislative hearing October 11 at Mary Washington College. Fickett said he strongly supports passage of the socalled Vickery Amendments, named for their sponsor. Delegate Raymond E. Vickery. Jr
Currently there are three members of the SC'C. They arc nominated by committee and confirmed bv the Ceiieral Assembly. Pending legislation would increase the size ol the SCC to five and provide lor direct, popular election to the commission instead of appointment.
"The SCC is directly responsible lor setting utility sates." Fickett said, "and I think the members of the SCC should be directly responsible to the people, the i onsumers.'

"Only two states. \ irginia and South Carolina, do not select their utility commissioners by election. 1 think it's high time we made sure that these public officials. whose decisions deeply alleel the very wav we live, have to lace the voters and stand bv their decisions. ”
