He noted that any bill with the word “tax” in it must pass by at least 52 to 48 instead of with a majority of 51 votes required on all other bills. This, he recalled, resulted in some complicated maneuvering on the floor fof two bills—one for parimutuel betting, the other for allowing the option of an additional sales tax in Northern Virginia. Usually, when it becomes obvious that legislation may not pass, the patron will ask that his bill be passed over for the day and he’ll then work at gaining support behind the scenes before the bill is reintroduced later in the session. This tactic, said Beard, worked with parimutual betting but failed on allowing the sales tax option in Northern Virginia.

Beard reported that he was going to be watching for two narrowly defeated bills sponsored by Delegate Michie from Charlottesville to be introduced again in the 1979 Assembly session. According to Beard, the bills involve a reorganization plan that would adversely impact rural counties white benefitting cities by giving them more revenue.
