Public schools lost nearly a million pupils between 197677 and 1977-78 but despite the drop in enrollment, education costs have continued to soar, according to the October edition of the Virginia School Boards Association Newsletter.
Between this year and last, the cost of educating one pupil—the unit cost of instruction—rose by 13.9 per cent, or more than double the over-all rate as measured by the Labor Department’s Consumer Price Index (CPI).
According to a recent study by Market Data Retrieval, this trend has been going on at an increasing rate for at least a decade. Between the 1967-77 and 1977-78 school years, the CPI rose by 80.6 per cent. In the same 10year period, the cost of educating one pupil for one year shot up by 186.5 per cent.
In the 1967-68 school year, the average cost for educating one pupil for one year was $553.95. By 197778, the price for one year of school had reached $1,587.42—a three-fold increase of $ 1,033.47.
