not the center of executive function. Some of the executive functions lie with the Supervisors but some, he said, lie with the Circuit Court which “should be a purely judicial body.”
Judges Elected
Elected by the people, the legislators in turn elect the Circuit Court and District Court judges. Circuit Court Judges serve eight year terms, District Judges six year terms. Snead described Virginia’s method of selection as “unusual”, noting that judges are directly elected by the people in most states.
Later in the meeting. Delegate George Beard explained that reelection ot judges wasn’t automatic. Once a judge’s term expires, he must appear before legislative judicial committees and receive endorsement from the delegate that represents the district in which the judge’s circuit lies, according to Beard.
Returning to the subject of local government, Snead listed the appointments made by the Supervisors: members of the Welfare Board, members of Planning Commission and Water and Sewer Authorities, the Zoning Administrator, County Engineer, Dog Warden and Extension Agents.
Richard Latham, vicechairman of the Rap/pahannock Supervisors4, noted that although counties have only those powers that are expressly granted by the legislature, there are no restraints on the powers that the legislature may grant.
