A convention was called in May of 1787 in Philadelphia, comprised of representatives from the thirteen states which had fought in the Revolutionary War, to work out a document which would replace and improve the Articles of Confederation. The Articles were the governing covenants of the fledgling United States of America, adopted following the victorious conclusion of the American Revolution. They were adopted in 1781.
Fifty-five delegates from 12 states, seven of them Virginians, came to the convention at some time or another during the summer, but only 42 stayed until the Constitution was written. Thirty-nine signed the finished document into law on September 17, 1787, and all 12 states
